By Adib ZalkapliKUALA LUMPUR, Oct 30 — Tan Sri Muhyiddin Yassin said today that the government's NEP-style policies will have to continue until the target of 30 per cent Bumiputera equity in listed companies is achieved.
The Umno vice-president's statement today represents the clearest indication yet of the party's stand amid calls from the MCA, its rejuvenated partner in the Barisan Nasional coalition, to review the 30 per cent policy.
Muhyiddin, who is standing for the deputy presidency in the Umno elections, said that since the New Economic Policy officially ended in 1990 there had been no increase in Bumiputera equity stakes.
"Since the end of the NEP in 1990 there has been no increase. So we have to work hard towards it," said Muhyiddin.
"There are weaknesses, or leakages, in Bumiputera participation in certain economic sectors. Weaknesses in policy implementation must be overcome," he added.
The International Trade and Industry Minister also pointed out that Bumiputeras are not the sole beneficiaries of the NEP.
"Don't forget that it is not only for Bumiputeras as the objectives are to eradicate poverty and to restructure society," he added.
However, he agreed that genuine partnerships between Bumiputeras and non-Bumiputeras in businesses should be encouraged.
His statement today follows Deputy Prime Minister Datuk Seri Najib Razak's recent announcement that elements of the government's affirmative action programmes would be dismantled gradually.
This was seen as a signal from the MCA and some other non-Malay parties in the BN coalition to push for more liberalisation.
But MCA vice-president Datuk Liow Tiong Lai's recent suggestions for a review of the 30 per cent target and for more "genuine partnerships" have riled the Umno ground.
The Umno-owned Utusan Malaysia attacked Liow in recent days in editorials and comments, and appears to be trying to rally the Malay ground to defend "Malay rights'' in the form of the NEP targets.
Former Prime Minister Tun Dr Mahathir Mohamad has also weighed in, saying it was not the right time to dismantle the Bumiputera quota.
The debate over the racial affirmative action programme has also spilled over to a decision of the Selangor state government to temporarily appoint a non-Malay to head up the State Economic Development Corporation (PKNS).

After the capital flight, bumi companies and GLCs will make up almost all of KLSE.
What next, 30% of all private held companies, then what 50% of all privately held funds.
Already 43% of KLSE listed equities are owned by GLCs. Pretty soon KLSE will be a government trading arm.
And all non-Bumi business go back to family owned operations or list overseas. Even Maxis de-listed the company.

Is it too much to ask for the term to be defined by the government so that we have an official definition? Perhaps, then, we may come to fully comprehend what the "defenders of Malay rights" are truly looking for. Otherwise, some non-bumi Malaysians will continue to be unduly alarmed any time some "Radical" announces his willingness to fight for Malay rights.

Affirmative actions goes against the teaching of a man to fish. BN prefers the Malays to remain totally dependent on their elected leaders to feed them, not knowing all along they are been robbed by their own leaders. However, all is becoming clear to most Malays but Chief Lanun TDM continues to dictate otherwise.

Isn't it true that Muhyiddin Yassin also gave an interview to some Chinese papers some time back that he also agreed to phase out the 30% equity share for bumiputras and Bumiputras should not always depend on government, and should try to strive for success on their own.
All these are just political gimmicks and double faced.
If forever our politicians continue to have a myopic view and keep harping on the 30% equity issue, we will never see a day where Malaysia will stand out as a competitive nation, all foreign investors will shun Malaysia as a place for investment.
Grow the economic pie instead of wasting time to talk about this 30% thing. Simply disguting.

Capital and talent go where they are wanted and appreciated. The 30% rule just means that more and more Malaysian entrepreneurs will choose to list their companies on the Spore Exchange and the Catalist exchange.
And public-listed companies on Bursa Msia could choose to go private and change their listing domicile to Singapore. The 30% will not have enough votes to stop such moves.
YTL is already increasing it's investments in Spore. As is Genting.
The day could come when only the GLCs are left as "blue chips" on Bursa Msia.
Of course, Muhyiddin and his ilk are not bothered about this. I just wonder jhow he keeps a straight face when he goes on investment promotion missions overseas and extols Malaysia's attractions to foreign investors and MNCs.

Think of those without such " rights and entitlement", Muhyiddin. Those who sweat and toiled for decades, working hard day and night to pay back loans, stressed up to fight bankruptcy, fighting hard to put food on the family table and to see that their children get decent quality education. That's self-reliance, self-worth and personal pride which this government needs to inculcate, not handouts!

Eventually, all public listed companies in KLSE will be from GLC and those which are not competitive; you can take 51% from all these companies, and it means nothing!
Does anyone in UMNO feel ashmed when they keep talking about this 30% issue? Keep waiting for free things to fall from the sky? Please change such mentality. A true Bumiputra deserve something more worthy than this, please don't underestimate them.
By doing this, UMNO is going to destroy the Bumiputras for many generations.

Malaysia cannot insulate from the reality of the global economy. Malaysia is too small to sustain any economic enterprise other than small scale industry. For any capable Malaysian entrepreneur, the opportunity is not in Malaysia. One may cut ones teeth in Malaysia, simply because of birth.
I would suggest to move out of Malaysia, as as soon as you can build sufficient capital, knowledge, track record, customer base and network. Many have taken the path before you.
1. If you are making money why list the company. If you need to list the company, why list in Malaysia. There many places where you are more welcome and you dont have to give part of the company away.
2. If the listed company is doing well, delist from the KL stock exchange. In the global economy, you can relist the company in other bourses and able to obtain more capital. You don have to worry about giving away 30% of your company
Today, NEP dopes nothing for the Malay and for Malaysia. It just send able Malaysian entrepreneurs and jobs out of the country. What remains are GLCs and mediocre companies.

The NEP policies have been to a large extend prohibited bumiputeras from actually gaining any kind of skill & knowledge that can ensure wealth is buildup over the next 50 years of so. The smart ones go their own way building the business without any political patronage.
Unfortunately the Malays must also open their minds/hearts & ask what the future for them/the future generation if they continually depend on a policies that is bound to fail eventually. The other races will start building assets thru 3rd country investment.

First correction in NEP is get the baseline right (politically and statistically) to reflect actual wealth owned by races in Malaysia.
Market value MUST be used to calculate equity values to convince many rakyat especially non-bumi on fairness and justice of NEP.

Who are the people sitting on the board of GLC? How many UMNO's leaders relative own the 30% share in many listed company? Wake up my dear friend. Don't support blindly. Think of what will happen to your children, and children's children.

By looking how to help the petani and nelayan to gain better income this will easily increase by another 20% of the country wealth.
Ask muhyddin what had he contribute to the petani and nelayan when he holds the minister of agricuture??????. Or will he blame pak lah for not teaching him to handle the ministry of agriculture.

a. All contracts go to UMNO top leaders disguise as NEP status contract. People like Najib's proxies, Khairy's proxies, Tun's proxies gets the contracts but not the ordinary UMNO members. That happens for the past 50 years.
b. Whenever, there's a loan or govt grants issued out the money does not disbused directly to the borrower but issue to a middle men control by top UMNO proxies. This middle man will take 80% of the amount and pass the remaining 20% to the actual poor borrower and says that only 20% have been approved. See what I mean?
c. Again, all contracts to the poor bumi suppliers is make up, that means the UMNO proxies will sqeeze the price at a discount from the suppliers and request the middle man to mark-up the price. That means middle-man company bill federal govt 300% mark-up price and then only pay 50%(actual price) to the actual supplier. Under table profit will be at least 250% higher.
So for those stupid melayu who think they can just join UMNO and expect something in return, they will be dissapointed. As long as you are not the nominated proxy, no cake will be given to YOU!!!

The Malays must realise that the non malays have no issue with NEP per se; it is the corruption, cronyism, leakages and wastage and the way it is implemented that the non malays are fed up with.
Ofcos the non malay cronies do benefit but not bcos of NEP but bcos they are cronies of the political elites. After 37 years of affirmative action we have malays like Mohd Zamri, Salleh Yusuf, Amisham Zain and others saying that they dont benefit from NEP bcos they are not connected politically. It is also pertinent to ask why is the income disparity between the malays themselves the highest in the country despite the NEP. It shouldnt be if NEP is implemented judiciously.
The malays themselves must question why after 37 years the NEP has failed the majority of them and what should be done to rectify the weaknesses. This must be done quickly bcos globalisation has no time, no mercy and no respect for quotas and handicaps. Look at how the present financial crisis is wreaking havoc worldwide and killing off the weak and marginal businesses from USA to Europe to Japan to China and beyond .
