KUALA LUMPUR, Nov 18 — Domestic Trade and Consumer Affairs Minister Datuk Shahrir Samad revealed today the government has stopped subsidising petrol since Nov 1 and has been effectively collecting taxes instead on petrol consumption.
Speaking to reporters in Parliament, he explained that even after the 15-sen drop today, which saw RON97 petrol dropping to RM2 per litre, and RON92 and diesel down to RM1.90, the government was no longer subsidising petrol at the pumps.
"Even if prices return to RM1.92, we will still have a bit of surplus," he said, adding that subsidies had disappeared once the global price of oil had dipped under US$65 per barrel.
Current prices are hovering at US$55 per barrel.
As oil companies take a 19-sen cut and fuel station operators take 12 sen, it can be inferred that the cost price of RON97 petrol is currently below RM1.61 if the government can still generate income at RM1.92.
Shahrir explained that the difference between petrol pump prices and the cost plus commission for the companies and operators was being returned to the government effectively as a form of tax.
This gels with the 2009 Budget winding-up speech by Finance Minister Datuk Seri Najib Razak where he claimed a projected RM7 billion savings in fuel subsidies will be utilised to stimulate the troubled economy.
The statement was puzzling as the government had earlier said it would maintain a 30-sen fuel subsidy to keep pump prices below market prices.
Shahrir also projected that with RM21 billion budgeted for fuel subsidies in 2009 and subsidies for 2007, when prices had averaged US$65 per barrel, amounting to RM8.8 billion, savings from fuel subsidies would be far more than RM7 billion.
"If crude oil stays under US$60 per barrel, I am expecting at least RM10 billion," he said.
He also added that subsidies for diesel and natural gas are still in place.
Shahrir, however, explained that this did not mean that the people were not being helped by the government.
"We are still giving the RM625 road tax rebate for cars and RM150 for motorbikes that goes straight into your pocket," he said, referring to the rebate announced when RON97 shot up to RM2.70.
"So the rebate is for when the people suffered for about three months," he said.
The Johor Baru MP had called a press conference to announce that a total cost of RM21.4 billion had been incurred by the government up to October this year due to tax exemptions and subsidies for fuel against RM16.2 billion last year.
This, however, is without tax exemption figures for October 2008.
He also said that government would consider a floor price for fuel.

when the gov raised fuel prices to cope with the increase in world fuel prices, they sweetened the deal with a so-called rebate (which paid POS a handsome RM 30M in commision and still counting). now petrol prices have fallen and what do they say? we should count our blessings because the gov still cares by maintaining the rebate. what happened to the RM0.30 subsidy promised to the rakyat?
instead, the rakyat are the ones subsidizing the troubled economy now!

What a blessing in disguise! These BN goons really has the arse luck of continuously low crude oil prices below US60 that open up the opportunity for them to withdraw fuel-subsidy and rob the rakyat further on the new so-called petrol taxes.
Petrol prices will float according to fluctuations of international crude oil prices. Mind you, Malaysia is a net crude oil exporter, maybe we would be made to pay the high prices like our neighboring non oil-exporting countries like Singapore, Thailand, Philippines, Myanmar, Vietnam and Cambodia.
The RM21 billion budgeted for fuel subsidies in 2009 will be big fat money to feed all the BN goons' personal pockets. Shouldn't the incompetent BN govt propose to use the saved money in upgrading the public transport delivery system???

Even if the subsidy is removed at a certain threshold, should we, the consumers, not enjoy lower prices based on market forces instead of paying a so-called tax? After all the justification for the 40% initial price hike was so that we be exposed to market conditions & not be pampered anymore with subsidised low fuel prices..should we now not enjoy the benifits of low crude prices? When the crude prices shoot up again will the govt buffer us by using these taxes???
Actually, exactly how are our pump prices calculated? What formula is used? Can we have some transparency here...or is it classified info???

The commission for petroleum companies and pump operators= RM0.30/litre
The REASONABLE petrol price= RM1.91/litre
GOVERNMENT'S PROFIT= RM0.09/litre
We are not a nation with good public transportation services, so what is the purpose of imposing fuel taxes? Is it to make all of us cramped in buses to get to work?? Do they knew that everything is tax-imposed right now? I hope that all BN and UMNO supporters wake up now!

Instead of remaining dependent on subsidies, why not use the tax money to create educated, self reliant citizens? Instead of subsidies, the billions of ringgit could be used to educate our workforce and raise the average family income. Build more schools, community halls and sport centers, efficient alternatives to private vehicles, invest in healthcare, or set up clean, efficient and reliable public transport networks in all cities which people will use willingly. Make driving an expensive luxury, not a necessity. Tax the rich people who drive big Mercedes cars for the benefit of the poorest people. These measures will contribute to development, eradicate poverty and give rise to excess funds for the average family, offsetting any taxes raised from oil.
The key phrases here are to 'remove the crutches that hold us back from becoming a developed nation' and to 'create a nation of wealthy, self-reliant people'.
One day we will join other nations in being a net oil importer. That's right. Petronas will not be our main revenue earner forever. Our oil reserves will run out soon, then what? Will we have appropriate measures and infrastructure in place to keep the economy going, or would we have foolishly subscribed to subsidies and spent all the money fueling our dependence on cars?
Both BN and PR have lost the plot when it comes to the price of fuel. No developed country subsidies their petrol prices. They tax it heavily and use the income gained for nation building. If we want to be a developed country we need to do the same and work towards self reliance, not short term and unsustainable measures. Think about how your decision to rely on subsidies today is going to impact your children and your children's children, and whether that money is better spent investing in human capital or being burnt away by our car engines.
I know many of you are already shifting in your seats with anger after reading what I have to say. If you decide to vote my comment down then so be it, but I hope you give these views some thought instead of going onto the offense quickly and defending the old argument that 'we have every right to cheap petrol'. It is not a right.
In the years to come petrol will become a luxury; the developed countries have realised this long ago and it is time we do the same.

Lowering petrol prices and declassifying toll agreements now are just eyewash and political gimmicks and not true paths to accountability and transparency in governance. Do you know that petrol price has been hovering between USD30 to USD50 a barrel for years and yet we have been told that we are being sudsidised for petrol all this time. I dont mind being not subsidised but lying to say I am being subsidised really is huge piss off!

do bear in mind that the people here are not satisfied NOT bcoz we don't have subsidy, but bcoz we're being TAXED... it is enough to remove the crutches by just letting the price float according to market forces, not instead of taking away the crutch and then put on us a 1 tonne brick... and besides, the government lied to us, giving us all sorts of excuses when they jaked up the price so suddenly, saying stuff like matching the petrol price against the world price and etc, then giving all sorts of other excuses when the world price goes down, saying if price goes down we won't know how to save and stuff... for GOD'S SAKE, STOP TAKING US AS FOOLS!!! STOP SAYING AS IF WE ARE CHILDREN AND ONLY THEY KNOW WHAT'S GOOD FOR US!!!
So JLL, we are not saying we want subsidies, we just WANT WHAT IS FAIR!!! we've paid through our nose when the government wants to "condition" us to the world market, and now suddenly saying that we shouldn't follow the world market but be an obedient stupid boy.. it is only fair that now we enjoy the benefits of lower fuel price (WITHOUT THE SUBSIDY, mind you) as we've been bled white paying for it previously...

This person has incredibly short memory! RM1.92 was not the start of price hike. It was the mid of price hike by Govt.
We started with RM1.05 per litre!!! That was before price hike. There are plenty of room for lower price!
RM0.30 subsidy was promised and must not be changed! Dont treat us like a fool, pls.

In other words, we the tax payers - despite the bad economy and despite our own financial difficulties - are now subsidising these bloody useless politicians and their luxurious lifestyles...!
