KUALA LUMPUR, Dec 22 — By declaring that his party would introduce the hudud if it wins federal power, Pas vice president Datuk Husam Musa may have unwittingly placed the Islamic state issue on the Kuala Terengganu by-election agenda.
Today, the DAP, the Chinese-dominated secular partner of Pas in the Pakatan Rakyat alliance, quickly disassociated itself from the remarks, which will certainly cause concern among many non-Muslims because such strict Islamic law would introduce whipping, stoning and amputation as punishment for criminal offences.
"Hukum hudud is not Pakatan Rakyat policy and it is for Husam to clarify what he actually said," veteran DAP leader Lim Kit Siang wrote in his blog today.
"DAP's stand on the secular character of Malaysian nation and state as agreed in the social contract by our forefathers when Merdeka was achieved 51 years ago remains consistent and unchanged," he added.
Husam's hudud remark will give the MCA, a party which had been abandoned by Chinese voters in the March elections, an opening to regain some support from the opposition and possibly win over the small but significant number of Chinese voters in the crucial Kuala Terengganu vote.
MCA Wanita chief Datin Paduka Chew Mei Fun told The Malaysian Insider that her party was against hudud, saying that the entire non-Muslim community would "definitely go against it".
She noted that Husam had effectively shot PR's chances in the by-election with his statement and that nothing the DAP said now could lessen the damage.
"The most important thing is what exactly is the policy when they run the government," Chew said, drawing attention to Pas's act in passing hudud law in Terengganu when it ruled the east coast state previously.
"I think people will look for that," she said.
Husam was challenged by Umno Youth chief hopeful Khairy Jamaluddin to disclose Pas's stand in a public debate on "Malaysian Political Reformation" in Kota Baru last Saturday.
The other Umno Youth chief hopeful, Datuk Seri Dr Mohd Khir Toyo, was equally dismissive of Husam.
"That is only political rhetoric, trying to be a champion for the Malays without thinking of the nation's multiracial structure," the former Selangor Menteri Besar told The Malaysian Insider.
"Hudud is only a small claim in Islam. Not implementing hudud does not mean we fail to become good Muslims," said Khir.
"For me, it is more important that the effort to become a good Muslim should be done by Umno Youth, by having youths who are responsible, ready to face challenges, willing to uphold justice and who are free from all the bad points of life," he added.

Who are best endowed presently to deliver good governance in general and rid the massive Malay rural poverty in particular? My vote will go to PAS because the leaders are, by and large, honest and sincere and adhere to certain principles. Years of ruling Kelantan has not undermined their integrity and sense of purpose. The leaders lead a simple life shunning materialism – an aberration in Malaysian politics.
For PAS to embark and succeed in this mission, it needs to win over the trust of the non-Malays. This can be done by incorporating some significant fundamental rights for the non-Malays in the constitution touching on issues like the use and practice of their language, religion, and non-discriminatory government policies (far more than what is spelt out in the constitution) Few thing it could do to get the endorsement of all Malaysians would be to address core issues along the following line:
(I) It could preach and promote the need to implement hudud laws for the Muslims but it should be implemented only when 75% of the Muslim electorate vote for it in a referendum (since it is one of the main planks in its agenda, and whether the hudud laws are relevant in this modern globalised world is not the focus here) It should also allow the same space for Muslims oppossed to hudud laws to campaign against its implementation without being unfairly condemned. Let it be a fair battle for the hearts and minds of the Muslims. Also PAS should give an undertaking to the non-Muslims that if at all it gets the public endorsement to go ahead with hudud laws, it will not shift the goal post subsequently to affect the non-Muslims
(ii) Allow the NEP to continue in modified form with emphasis to eliminate rural poverty within a time frame of 10-15 years after which it should lapse automatically.
(iii) The positive discriminatory policies favouring the Malays and Bumiputras (like giving major contracts, housing benefits and places in institutions of education – all in a transparent manner) should continue for another 10-15 years as the need may be or un till 50% of equity capital is owned by this group, whichever comes first.
(iv) The intake of non-Malays into the Civil Service including the Police and Army as well as for jobs in the Statutory Boards, Government Agencies and Companies should be accelerated so that within 5-10 years they will make up a minimum of 30% of the total workforce in these sectors

There were various issues when they passed laws to ban things like concerts, impose separate check out counters at supermarkets etc that will definitely affect the non-Muslims.
Don't forget though that Hudud may not affect the non-Muslims to any extent at first but eventually it will spread as it slowly encroaches on the rights of non-Muslims.
In this world, the extremist will always get their way.

Hudud for muslims, that's is fair enough.
Over years, we have never heard about Church, Buddhist temples or Hindu temples got torn down by PAS administration. On the other hand, tearing down of temples were occurring with increasing frequency in states where UMNO influence prevails. There are solid proofs to crush UMNO's hypocrite as well as there are proof to substantiate PAS's open-mindness so far.
Khir is a sham. PAS are much more trustworthy than snakes UMNO. Even the Chinese in Trengganu know that.
Vote UMNO down.

I would like to correct Malaysian Insider's erroneous report of what I purportedly said at Saturday's forum with YB Dato' Husam Musa in Kota Baru. It appears as though I said that I would support the implementation of Hudud should I win the leadership of UMNO Youth.
When I was asked by the moderator,"Kalau YB menjadi Ketua Pemuda UMNO Malaysia, adakah YB hendak memperjuangkan hukum Hudud di negara kita?" (If YB wins the UMNO Youth leadership, would you fight for Hudud laws in our country?).
I answered, "Secara jelas, kita teruskan apa yang ada. Itu dasar Kerajaan Barisan Nasional." (Clearly, we will continue with what there is. That is the policy of the Barisan Nasional government).
It is clear from the above transcript that I firmly stated my support for the status quo which means that I will not be fighting for Hudud if I win the leadership. I hope you will retract all references to the erroneous attribution and refrain from getting quotes from other individuals based on the mistake.
I am not at all surprised that Dato' Seri Dr Khir Toyo, in his haste to score cheap political points against me during this campaign season, would discard simple fact-checking in favour of second hand reports. I suggest he check his sources first before casting aspersions on others.

What I don't support is Husam being stupid about using this issue for election purposes. Terengganu is actually divided over this issue and Husam is pandering to Islamic right at the expense of the non-Muslim vote in Terengganu and larger national middle ground on this issue. Such narrow, short-term strategy is counterproductive in the long run AND may not even work in the short run. It reeks of desperation and UMNO's way. KT is important to PR but NOT at any cost and certaintly NOT at the larger national price especially Sarawak and Sabah. That is just stupid...

That is a house divided and further segregates people. We should be look at common ground, uniting factors, not things to divide people even further.
My life is linked to everyone else, whether Muslim and Non-Muslim. We should not promote religious or racial exclusivity. We are bearing the fruit of it, so why push it even further.
Religious authority has been abused throughout the ages, from people getting burned for heresy to girls getting acid thrown in the face for attending school, no need for someone to use religion or hide behind religion to promote their own prejudices and beliefs.
Hudud is something (to me) that a religious party harps one when it is intellectually bankrupt (like UMNO with Ketuanan UMNO, or MCA (and DAP) with their Chinese Schools forever etc).
After Hudud, then what? Isn't it the end all and be all? What is PAS going to be about or stand for after Hudud is implemented, since it will be the law of the land whoever is in power with less than 75% of the MP's

Hudud is for Muslim, non-muslim shall abide by civil law - simple conclusion. but what happen if you have dispute between a Muslim & non-muslim? you go to the Syariah Court or civil court?

About the UiTM issue, I am a frequent visitor to UiTM while they are doing preparation for Asian University Games, and I saw many rich students,with expensive cars (while I'm only using a motorbike) who I think not deserved to enter UiTM as they can afford to enter other IPT. UiTM should be only restricted to the poor, especially poor Bumiputeras. If it's still not full because there is enough poor Malays, maybe they can consider to open for poor non-Malays who have the required qualifiaction.
Husam is just explaining his party's principles, which is the responsibility of all muslims. Not just PAS people only. For the non-Muslims anti-hudud people, I can understand your fear, but please, do more homework and research about hudud laws implementation. Check Iran and Saudi Arabia as example.
For the muslims who opposes hudud, learn more about your own religion. Khairy is just making a fuss over this issue to break the PR coalition, not because he is committed to hudud.
Religious administration is far better than an administration with racial policies. Hope everyone now understand the difference between PAS and UMNO, they are truly different like the sky and earth.

The law of the land is no longer relevant (for Muslims) compared to the law of the (Holy) Book. How many cases of injustice have we seen take place in our beloved country during the last 25 years. The integrity of the Judges are questionable, the credibility of the police are dictated. As muslims, we should believe that the law of the (Holy) Book prevails above all else. But UMNO being a Malay (Muslim) party rejects it like its the plague. Another issue is why UMNO is so much against Islam being a part of politics and vice-versa. Islam is all encompassing, including politics.
If I remember correctly after the economic crisis circa 1987, many non-muslims have opted for Islamic Banking loans after seeing their loan repayments more than double-up during the economic crisis. The reason is that the Islamic Banking concept is fair, as is all its other laws. Let's open up our eyes, ears and hearts to the truth, for in the end... only truth shall prevail.
