KUALA LUMPUR, June 3 — We may have voted them into office but the truth of the matter is, we don't think very highly of our politicians.
Malaysians believe that politicians are the most corrupt group, according to a global survey by anti-graft body Transparency International (TI).
In the 2009 Global Corruption Barometer (GCB), 42 per cent of Malaysians said that political parties are the most corrupt institution, followed closely by the civil service at 37 per cent.
They are also not optimistic that graft will be curbed as two-thirds of Malaysians have no faith in the government's efforts to fight corruption.
TI Malaysia president Datuk Paul Low said that this was due to the fact that the public had no idea how political parties were funded.
"Corruption in politics is the mother of all corruption. Nobody knows how they are funded. They need to eliminate money politics as well as disclose their sources of funding," he said, adding that changes in electoral laws as well as compulsory audits would be needed to reverse public perception.
However, he felt that the results may not be accurate as the survey was conducted three months ago, amid speculation of monetary inducement that resulted in the Perak political crisis as well as vote-buying in the Umno party polls.
Low also called for better accessibility to information regarding government contracts and concession agreements as well as reviewing the Official Secrets Act as "these are not strategic interests" which could compromise national security.
Malaysia regularly scores close to five out of 10 on TI's Corruption Perception Index and last November's results left it ranked 47th out of 180 countries.
Despite the move to give further powers to the national anti-graft squad when it was converted from the Anti-Corruption Agency to the Malaysian Anti-Corruption Commission (MACC), 67 per cent of Malaysians still feel the government has been ineffective in dealing with corruption.
While Low said it was still too early to judge the MACC, he acknowledged public perception was that it practised selective prosecution and must instead "take the big fish along with the small fish." TI Malaysia would also attempt to conduct a public poll on its performance later this year.
Meanwhile, of Malaysians polled, only 9 per cent admitted to paying a bribe in the last 12 months, slightly below the global average of 13 per cent. Low noted that while three out of 10 Indonesians admitted to bribery, three-quarters felt their government has been effective in fighting graft.
"We can see that the Indonesian president has become more popular so it shows people value the intergrity of politicians," he said, referring to surveys showing Susilo Bambang Yudhoyono's popularity has increased ahead of this year's presidential elections.
Globally, political parties were considered by 29 per cent to be the most corrupt followed by the civil service at 26 per cent, while on average, 56 per cent felt their governments had not tackled graft well.
Also, respondents indicated an 8 per cent increase in the perception that the private sector is corrupt. Low said that companies should take heed to the fact that 50 per cent of Malaysians said they would prefer to purchase from "corruption-free" companies.
"The private sector should introduce anti-bribery and whistle-blowing policies as well as integrity agreements," he suggested.
He also said that while he was disappointed that Malaysia has not improved its corruption index for over eight years, he was encouraged by Prime Minister Datuk Seri Najib Razak's statements on graft so far as it was early days yet in his two-month-old administration.
Low said that TI Malaysia has been consulted by the government many times before and he would be submitting a copy of this year's GCB, its sixth edition and the first with Malaysian participation, to Najib and was hopeful of further discussions with the government on the matter.

BN has being in power too long with weak opposition until 2008. If PR gave BN 2/3 majority, I am sure the PKFZ case if still being covered up.
Enough is enough. Come GE 13, I hope PR will be in power no matter what happens from now till next GE. we must have a government change..

There is only one hope. BN must go and the rakyat is determined to vote them out. The conscientious will of the people will stay together. Enough is enough. A change of government must happened. If Pakatan performs badly, then BN MIGHT be given another chance. But one thing is certain, BN must be voted out at the next polls, and this is an overwhelming sentiment (NOT a perception) on the ground.
By giving Pakatan the state level without support at the federal level at the 308 tsunami has been a bitter lesson and a grave error which caused more problems like the Perak coup. Pakatan must be given a chance at the federal level and given a chance to transform the national zoo into a decent parliament.

Singapore has always being termed as corrupt free country. Is that the real truth? Corruption does not mean only taking money or materials but putting your cronies and relations into high position in mutlinational companies,etc,etc. That is worse than purely accepting money or materials. Even the ordinary Singaporeans acknowledge that the First family and their cronies are corrupted. Sadly they are not as free as the Malaysians to voice ot their opinions and accusations.
We have to accept once you are in power you tend to be powerful. But please do not assume or accuse that every Malaysian politicians are corrupted. As an example Anwar Ibrahim when, he was in UMNO, he was the most corrupted among all politicians. He was the culprit that introduce ' money politics' in 1987. But how many Malaysians will agree and accept that allegatons just because now that he is in the Opposition he is talking of transperancis, corrupt free government, etc,etc. What a hypocrite he is. !!

The truth is Malaysian have been living in fear since 13 May 1969, and were/are constantly reminded of that event. Thus they keep voting for mostly BN reps to avoid any future mishaps.
Having a Gandhi/Mandela/King Jr alike in DSAI, who was able to amalgamate the non-BN together and provided the Rakyat with an alternative, non corrupted government. The Rakyat were reminded that we did have to live under the tyranny of BN rule. For the first time after half a century, Malaysian were able to deny BN its usual 2/3 majority.
Now that this unforeseen precedent had taken place in March 2008, and the majority Rakyat have understood that they can actualize their dream of Freedom from BN's tyranny. Come the 13th GE, before or on 2013, Malaysia will have a new PR helmed government, a Government For the People, By the People. The Rakyat rule will prevail here on.
And the corrupted BN reps and goons will either be in self exile or been and being prosecuted in the courts.
Even the BN-blooded leaders (or rather bigots) who may penetrate into PR, like the 'Frogs' in Perak, will surface in due time, and will be castrated in the process.
Then we say, "We may have voted them into office and we think very highly of our elected politicians".
And the gutter politicians of BN will remain outside, barking aimlessly.
And GOD will bless us and say " Your wish is granted, your dream is fulfilled". We await and make it happen.

With the British politicians, it is not a case of them being corrupt. What they did was legal under their systems but no doubt morally wrong. It has now become a negative perception issue more than anything else. The important point to note is that because of their democratic and transparent systems, both sides of Parliament were able to address these issues with many MPs resigning from their positions and all of them returning the gains they made. And mind you their "crimes" are tiny compared to what is happening in Malaysia where politicians illegally rake in millions of dollars and get away scott free. An example was the former Mentri Besar of Selangor who was caught with $10 million in cash whilst trying to get through customs in Brisbane, Australia. He was caught and sent back. The last time I checked, he is still involved in politics.
With Singapore, you can't call them a democracy and therefore you have the same problems as Asian countries face. As with Anwar Ibrahim, you could be right but you must have the facts to support your claim otherwise you will be seen to be ranting and raving. Perhaps, if he becomes PM, you as one of the constituents would want to hold his government accountable.
The bottom line is that there is always the temptation to make illegal gains when in a position of power. But such temptations can be firmly checked if the relevant Countries have in place democratic and transparent systems to serve as checks and balances. Unfortunately for countries like Malaysia and many other Asian countries, corruption will always be part of the fabric of their governments unless there is full accountability and transparency.
