KUALA TERENGGANU, June 3 –The Gong Badak Stadium roof construction defects were discovered before the 12th Malaysia Games’ (Sukma) opening in May last year, said Terengganu Menteri Besar Datuk Ahmad Said.
He said the army commandos, who were supposed to scale down the roof as part of the opening ceremony, changed their mind when they found the structure shook when they tried to tie some ropes to it.
“They abandoned the idea during the training. Instead they were lowered from a helicopter for the Sukma’s opening show on May 10,” he told reporters after chairing the state executive council meeting here today.
He claimed the supporting structure could not hold up the roof.
Prior to Sukma’s opening, Ahmad said, he had noticed the roof was uneven and told the Public Works Department (PWD) about it.
“The PWD had promised to rectify it after Sukma. That was the assurance given to me,” he said, adding that, he had voiced his concern again to Terengganu PWD deputy director Ghazali Hashim three weeks ago.
Ahmad said Ghazali wrote to him two weeks ago that the contractor would fix the problem.
Meanwhile, Terengganu Sports Complex manager Khairol Azmi said the South Korean construction maintenance company personnel had inspected the condition of the roof shortly before the roof collapsed yesterday.
“The record book at the stadium’s guard house showed that the construction maintenance personnel had registered themselves several minutes before the mishap.
“They left after the roof collapsed,” he said, adding that the management, security, maintenance and bowling offices had been shifted to the indoor stadium nearby.
Ghazali, who accompanied Youth and Sports Minister Datuk Ahmad Shabery Cheek at the stadium, said the PWD had not issued a certificate of completion on the stadium roof.
“The PWD had only issued certificates of completion on the track and field, and several amenities outside the stadium. The certificates were issued during the Games on May 31 last year.
“The certificate was not given for the roof as it is still in the defect period,” said Ghazali. He said the PWD would deal with the main contractor of the stadium and not the Korean subcontractor which installed the roof. – Bernama

You knew the stadium was unsafe, and you allowed the games to proceed in an unsafe building? This is criminal negligence!
At least our commandos had some sense and good judgment.

I am amaze at the recklessness and lackasaidal attitude of the Trengganu PWD. It is case of tai-chi gone haywire.
According to the PWD deputy director, Ghazali, “The PWD had only issued certificates of completion on the track and field, and several amenities outside the stadium... The certificate was not given for the roof as it is still in the defect period.”
Since they already know it is defective, then why did they use it for SUKMA, subjecting the Royal family, dignitaries and many others to danger.
The commandos said - the roof structure shook.
Ahmad Said said - the roof was unevern.
PWD said - We will rectify it - after the games
Ghazali said - We did not issue the certificate of completion because roof was defective.
Put the four statements together, this seems to be what they were saying in a meeting before SUKMA - "We are certain that the roof is defective. It may collapse. But what the heck, lets have the games first. We will take care of the roof later." Someone at the meeting asked, "What if it collapses?"
"Ssssshhhh. Touchwood. Let's just keep our fingers crossed." was the reply.

PWD's Chief must RESIGN immediately, he is not competent in his job, the only consulation is that he

Now everybody is running for cover and hopefully the cover the run to will also collapse on them. Even a donkey knows not to ake cover under a leaking roof.

What about the former Sports Minister - did he know?
What about the sultan of Terengganu - did he know?
The Sukma was held there last year.
And these authorities knew about the defections.
Somebody dropped the ball.
That somebody must now be fired.
Stop the rot.
Stop this culture of carelessness.

Are they talking about the projection for 2009 GDP growth?
Obviously ,someone somewhere within the government have done rigorous calculations,stress tested to the limits,consulted with all experts and came with a projection of -1 to +1 %.
But,unfortunately,just three months later the roof just went woossshhh and collapsed to the ground.The numbers needs reviewing downwards to -4 to -5 %.Its a major blow to the integrity of the nation.For the last three months we were sheltering in the shadow of an extremely shaky structure ;risking our future and staking our livelihoods based on an unreliable prognosis.
Ahmad Said said that there will be a full investigations and inferred that heads will roll if there is any neglect or non conformance.
Thanks Mr Government: we look forward to know the outcome and we want to know the culprits who misled us with the GDP prognosis.There must be accountability and Sukma is not an excuse.

1. Lousy contractors with little experience doing large-scale buildings.
2. Greedy people. All they want is maximise profit at the expense of quality.
3. Severe lack of monitoring of progress work by PWD. All the "tak apa" people.
4. No agency that provides Quality Assurance tests. PWD is just too weak. There must be an independent body.
5. Always wait-for-things-to-happen attitude, then blame every one else except themselves. No accountability.
On the whole, the entire process sucks. It's all about the dollars and cents & carving a name for themselves.

I guess what he said was that there were defective commandos who was shaking and decision to use helicopters was to enhance our image and easier to manage the commandos.And,as far as JKR was concerned the defects was some uneven rooflines and some bits of discoloration i.e. nothing structural.
I am correct,correct,correct to assume that responsible people will not take risk of losing lives or limbs.

Something new-lah, in Bolehland. I always thought there is only one certificate of fitness for the whole project (stadium) and any component defective, the certificate should not be issued, especially the roof. Common sense.
But I guess common sense is a luxury or rare item in governing mindsets.
