KUALA LUMPUR, July 17 – The chairman of one of five advisory panels of the Malaysian Anti-Corruption Commission (MACC) has called for an urgent review of its interrogation procedures in the wake of the death of a Selangor politician’s aide after an interrogation yesterday.
Tan Sri Ramon Navaratnam, who chairs the Prevention of Corruption and Consultation Panel, said he was “disturbed and very upset” that the MACC resorted to interrogating people until late into the night and early next morning.
Teoh Beng Hock, 30, the political secretary to Selangor State Executive Councillor Ean Yong Hian Wah, was found dead in the MACC building in Shah Alam after an MACC officer had finished recording his statement at 3.45am in relation to investigation into disbursement of funds.
He was taken to the MACC office on the 14th floor of Plaza Masalam at 5pm on Wednesday and his body was found yesterday afternoon on the balcony of a shipping company on the fifth floor.
Navaratnam said: “The investigation would have ended well before midnight to allow the deceased to rest before continuing the next morning. No normal person can stand mental and physical pressure of this kind.”
“His death was tragic and unnecessary,” he said.
Navaratnam also called for a full and open public enquiry to seek the truth of the circumstances under which Teoh died, with those involved be thoroughly investigated and held fully accountable.
He said reforms were also needed to improve MACC’s administration and make it more effective and responsive to public expectations of higher standards.
“It is becoming increasingly difficult for my MACC Panel to perform better as disturbing events like Teoh’s death will further aggravate the poor perceptions of the MACC’s performance, despite the dedicated work of most of its officers,” he said.
He said the fight against corruption could only be won by political will of the government and public support. – Bernama

As spoken by you, the following are the key items,
" an urgent review of its interrogation procedures ".
"full and open public enquiry to seek the truth of the circumstances under which Teoh died, with those involved be thoroughly investigated and held fully accountable."
"reforms were also needed to improve MACC’s administration and make it more effective and responsive to public expectations of higher standards."
The point here:
PDRM/MACC NEEDS TO BE FREE FROM POLITICS. Their goal should be to keep Malaysians safe. If they continue to be used freely by the BN government like as though they are some BN's dogs, what is the point of having them. They might as well just continue to be BN's dogs. Why waste more money to review and improve administration when the rootcause of this issue is not about administration.
We/I dont feel safe anymore in Malaysia...
I am dissappointed that you fail to see this. Or, are you also a BN dog?

Whether or not, the Rakyat must stand up against this nonsense.
UMNO is using MACC and Police to give problems to the PR Goverment and to do another "Perak fiasco "in Selangor. THe Federal Govt is playing with fire as Selangorians are not"PERAKIANS" to lie low.

Tan Sri Ramon Navaratnam - thank you for saying something.
But with due respect, as chairman of five advisory panels - please furnish all their names.
The public is very angry, and rightly so - you are very upset and disturbed. You should be.
But what about the other four in the panels - please give us names -
We want to know if they have human feelings - if they have conscience like you have.
The people are very ashame of the advisory panels - this MACC has brought death in their doorstep, right in their own building.
We are not saying MACC killed Teoh Beng Huat - we will let the police to investigate thoroughly - though the people are also losing their confidence on the institutions.
But a young and healthy young man at 30, supposed to be married today - walked into MACC alive and carried out a corpse in a black bag - if nobody is angry, he is not a human being. I don't care what his religious background may be...
I agree with you said,
this interrogation procedures deeply flawed.
Have you also checked what procedures they used in Kamunting Detention Center or police station???
Tan Sri, don't be surprised - this procedure is standard practice in all govt agencies and institutions.
Finally, with due respect - Tan Sri - as chairman of the advisory panels - you are responsible - you should have checked their procedures - ignorance here is not bliss nor exempt you from guilt -
I think you should honorably resign.
Please don't tell us that you don't approve of one been interrogated until wee hours in the night. 3.45 am. Since you don't approve and they did that - do you have power to sack all the officials and the top man who gave such instructions?
The other 4 should follow as well. Again, publish their names. And we will advise them the same - whoever they may be.
Learn from the Japanese. They have high moral values.
Someone died in your watch.

I thought you will be interested to read how MACC interrogate.
It is up to you to decide if this form of torture or interrogation is true or not.
My gut feeling tells me this is true.
I have also spoken to some people in the past of their experiences in police stations -
So I am not surprised this torture can happen - I am not suggesting it happened to Teoh.
But I cannot explain why his trousers were ripped open.
The fall cannot tear a trousers like this.
Please look at the picture - we all are very disturbed like you.
Can you do something????

Municipal officer: MACC staff beat me
2009/07/16
JOHOR BARU: A Simpang Renggam Municipal Council administrator has accused Malaysia Anti-Corruption Commission officers of physically abusing him during an investigation into a bribery case.
The 29-year-old alleged he was blindfolded, punched, kicked and had his clothes removed while held in a dark room for 12 hours by MACC officials here on Tuesday.
The man, identified only as Zul, said two MACC officers came to his office at 8.30am and took him and another staff to their headquarters here.
They were told that they were needed for questioning into a bribery case involving a senior council member.
"I was told to remove my ring and wrist watch. They used my tie to blindfold me and took me to a room.
"There two officers questioned me about a working trip to Bandung, Indonesia, organised by contractors in April.
"I told them I did not know anything about this trip, and this was when the beatings began."
Zul, who came to the New Straits Times office here yesterday, alleged that the officers at one time removed all his clothes and forced him to lie on the floor before one of them stepped on his shoulders.
He claimed he was taken to an officer's room where he was told that he was the main witness in a bribery case they were investigating. "One of the officers warned me not to reveal what had taken place during the interrogation."
He claimed that he was questioned between 9am and 11pm. "However, my other colleague, who was questioned separately, did not go through the same experience."
He sought treatment at Kluang Hospital before lodging a police report.
Johor MACC director Simi Abdul Ghani said he was shocked by the allegations against his officers.

Dismantle the existing five advisory panels and replace them with new ones helmed by people who are trusted by the rakyat.
The panels must be totally transparent, non-partisan, impartial, accountable, competent, and have the highest of integrity and incorruptible, beholden to no one but justice and truth.
Unless and until that is done, MACC cannot be trusted at all, not even from its inception, definitely not after the recent events and the unfortunate and highly suspicious circumstances leading to the death of Teoh Beng Hock who was in their custody before the tragedy.
Someone MUST be accountable for the chain of events.
WHO IS IT?
Malaysians demand to know. Selective persecution cannot be tolerated by our society.
WHY IS IT THAT HIGH PROFILE CASES (BN-UMNO linked ones ) WERE DELIBERATELY IGNORED AND NOT ACTED UPON, while ikan bilis ones ( PR linked ones ) were expressly, expeditiously and vehemently pursued.
Malaysians demand to know that too.

It is no surprise that Police also use this type of interrogation. Overzealousness some times caused deaths of suspects under their custody.
Heads must roll if there is abuse of this nature. Otherwise there is no deterrent lesson to be learnt from the sad stories of deaths under police custodyand now MACC !! We wonder how people can live with their conscience knowing they perpetrated the acts of abuse of power, causing so much pain and suferrings to others.
Let's pray that they burn not in the hereafter but in this world itself.

No use telling it is wrong to speculate on the cause when there have been so many deaths in police custody; the most famous being
the guy who drowned after he escaped and Kugan.
Any MP who does not condemn this type of police actions must be voted out!

BEING CLEAN is of utmost importance to me. That's the reason why I entered politics - to fight corruption. We were informed that MACC has gone to the Petaling Land Office to take away all our files on allocation. My special assistant who is in charge of the free health screening programs in Subang Jaya is given RM10,000 a year to organise two to three of such programs yearly. Please click here to view all our previous health screening programs.
When my special assistant received a call from MACC last Friday, he even invited MACC to attend our health screening project planned for Indah Court residents in PJS 11, Bandar Sunway on last Sunday (photos will be posted on my blog soon). We did not see any MACC officer on that day.
I have even blogged about usage of the annual allocation before. We have diligently ensured that the allocation is spent only for the residents/organisations in the Subang Jaya constituency. All funds used for programs organised by my office are accounted for. For those who wish to view the receipts or breakdown of these funds or if you have any query pertaining to the allocation, please make arrangement to view it at our office.
That RM10,000 was used for the residents since the Federal Government has failed to provide a public health clinic/hospital for the people of Subang Jaya. I have complied with the requirement that allocation is purely used for residents/constituents and not used for DAP events. You can ask the residents of Subang Jaya who have benefitted from such allocation.
I believe this probe by MACC is to discredit us and to instill fear in the residents. I believe BN wants the residents to turn to their BN reps for financial assistance and then they can claim that the people still want them and are still turning to them for assistance. I am here to serve and not to steal from the people. I have not used the RM10,000 to pay for my hospital bills or to build myself a mansion. I have used the RM10,000 for my residents who find it hard to afford medical check-ups.
Thank you MACC for your energy and enthusiasm in curbing corruption. I think you are looking in the wrong places.
