KUALA LUMPUR, July 23 — Opposition leader Datuk Seri Anwar Ibrahim today said the government has failed to understand the people’s wishes for a royal commission of inquiry to investigate Teoh Beng Hock’s death.
“The terms of reference will definitely limit the investigation of the royal commission and will not succeed in stopping the erosion of people’s confidence in security and judicial institutions, and it will not answer the questions behind Teoh’s death,” said Anwar in a statement.
Yesterday, the Cabinet decided to form a royal commission of inquiry to investigate the Malaysian Anti-Corruption Commission’s (MACC) investigation procedures and whether Teoh’s human rights had been violated during his interrogation.
The government also decided to hold an inquest to be presided over by a magistrate to determine Teoh’s cause of death.
“It is not appropriate for an investigation to determine the cause of death to be handled by a magistrate, while the ongoing probe is handled by the Home Affairs Ministry and the police,” he added.
Anwar said the demand for a royal commission was caused by the loss of confidence in government institutions including the police and the Home Affairs Ministry.
“I am confident that the people of Malaysia do not want this royal commission to end up like the investigation into the VK Lingam video and the assault by the former Inspector-General of Police on me,” he said.
Teoh, a political secretary to Selangor executive councillor Ean Yong Hian Wah, was found dead outside the Selangor MACC headquarters on July 16, one day after he was called in for questioning.
He was interrogated as part of an investigation into the alleged misuse of state allocations by Selangor lawmakers.

1) MACC interrogating procedure is dead wrong, no surveillance CCTV, acted like gangsters, threaten & harrass, racist comment, prolong duration into the wee hours, Teoh was just a mere witness but not a suspect. MACC is sure damn guilty with blatant abuses & what kind of punishment should be compounded on such a half-past-six govt institution?????????????
2) To find out the actual cause of Teoh's death! What the public want is "The Truth" nothing but the REAL Truth. Nothing short of that. Those MACC officers found guilty should be sent straight to the galore.
3) Besides Teoh's case, there are several other MACC abusive cases reported earlier & these accussed persons should be investigated as well to verify/confirm their allegations.
Such half-hearted Royal Commission wouldn't deceive the average Malaysian who are really doubtful on the competency, accountability & transparency of UMNO/BN govt.

I am not a politician,
neither am i a member of any political party.
In my observation,
Anwar's statements carried weight.
He himself been a victim of brutality in the interrogation room.
His face was smashed so hard, his eye turned black and he turned unconscious.
He could have been beaten to death if not of some people saving him.
Teoh Beng Hock was unfortunate.
No one in MACC came to his rescue,
and he died a cruet death, needless anyhow you look.
MACC claimed the interrogation was more than 8 hours straight -
But Teoh was already there from 5pm and he was 'released' at 3.45am (3.45 was claimed by MACC) -
You don't need RCI to probe if this interrogation - the lenght of such questioning technique - to tell us that MACC had indeed crossed the line - the so called SOP.
RCI will only investigate interrogation methods - too narrow a scope, I feel - while the investigation should be more holistic - looking at all angles - and not segmented into 2 parts.
To have a magistrate, a junior officer and lacks the maturity and experience - would be falling short of public expectation. To get a judge to moderate the inquest - well, the judge is still part of the judiciary system - our judiciary system at this time is been questioned as independent and fair.
Meanwhile the public want to know the team that will form the Royal Commission of Inquiry and the name of the magistrate who will moderate the inquest.
I am surprised that the leading investigator is transferred to main office, HQ.
At this point, the identity of the leading investigator and his team - not revealed.
This is really disappointment and cover up on the part of the govt.
In other countries like Japan and Korea,
the name of the leading investigator would be revealed and his photo in the news.
There should be a chance for the media to interview him at this time - his thoughts on what took place on the 14th floor. The names of the questioning officers should also be released.
This is called transparency.
Accountability.
I don't know why the cover up at such early stage.
It could confirm the suspicious feelings of the public towards govt agencies..
Even for the two policemen charged with killing the Mongolian beauty -
Throughout the trial, not one person in the public - not in the media or newspapers - or journalists have a chance to shoot a photo of the faces - or drawing of the portraits in the court rooms -
This is where the public will speculate -
how to stop them and the speculation -
the easiest way is to release the facts and faces.
The rumours in the marketplace -
these two policemen will not be hanged -
other two persons would take the place -
and they would change their identity and have face change.
Stop the rumours -
show their faces.

How are we going to trust MACC when someone went into their office alive but come out a Dead Corpse.
MACC has must hold 100% responsiblity for TBH death.
Whether they push him down or commit-suicide is also MACC responsiblity because MACC interogate TBH unitl 3.30am is inhuman is a true facts.

We all are force to agree with royal commission, but why must it investigate the procedures only. It should cover the whole investigations.
Come on-lah, try to redeem back some dignity after an embarassment moment in the case of Lingam finally classified as NFA, which exactly the same results forecasted by rakyat. Why so predictable?
