SHAH ALAM, Sept 20 — Tan Sri Khalid Ibrahim today rejected calls from his own administration to stop the special select committee for competency, accountability and transparency (Selcat) from carrying out public inquiries.
Standing firm on the principle of separation of powers, the Selangor mentri besar pointed out that Selcat was established by the state legislature and it was the assembly that must consider calls for reforms.
Selcat has been credited with exposing how the now-defunct Wives of Elected Selangor Representatives Welfare Organisation (Balkis) squandered public funds.
Currently a public inquiry is being held over the ways Barisan Nasional state lawmakers finished their annual funds allocations in the first two months of 2008, for campaigning before the general elections.
Despite its successes and wide public appeal, Selcat has been criticised by Selangor executive councillor (exco) Datuk Dr Hassan Ali for “bullying public servants” during the recent public inquiry.
The PAS Commissioner has also suggested that any further inquiries be held behind closed doors.
Khalid said Hassan was entitled to his views but stressed that the state government will not interfere with the affairs of Selcat.
However, he said discussions will be held before any decision is made on how to tackle the grouses of district officers (DOs) who are unhappy with the way they were grilled by Selcat.
The state allocations were disbursed through the nine district officers who acted as financial officers for the millions of ringgit spent by the BN lawmakers.
Khalid today sidestepped questions on whether action would be taken against Klang district officer Datuk Bakhtiar Husin, who breached General Orders by issuing a press statement criticising Selcat chairman Teng Chang Khim yesterday.
Bakhtiar, in an article in Sinar Harian yesterday, claimed he was embarrassed by Teng during the inquiry.
Meanwhile, Hassan today denied he was trying to undermine Selcat and said Pakatan Rakyat (PR) wholeheartedly supported the committee.
However, he said he was disappointed at the way the DOs were treated during the public inquiry.
“They feel they were humiliated, their image had been tarnished and they were treated not as senior government officials but as school kids.”
Hassan today also defended the DOs’ actions and said they had discharged their duties professionally.
“They owed their allegiance to the government of the day, which was Umno and Barisan Nasional (BN), so it was natural they followed instructions.”
He added Selcat members should comprise ex-judges, who were impartial, instead of state lawmakers
However, Teng today lashed out at Hassan Ali as being either ignorant of parliamentary practices or trying to create something new by suggesting that the select committee comprise former members of the judiciary.
He added that while public inquiries may be new in Malaysia, they were held in all modern democracies.
Teng today denied PR was again in crisis because of the dispute.
“PR is never in crisis, it’s only one man who has a personal crisis. First he tries to ban beer and now this.”
He accused Hassan of trying to gain popularity by coming to the defence of the civil servants.
“Unknown to them, Hassan Ali had been pushing for all senior civil servants — including DO’s, heads of local authorities, the state secretary and state legal advisor — to be replaced during PR state meetings,” he said.

Even smart school kids will know the difference between professional duties and rubber stamping BN requests.
A democratic and open government must have public inquiries instead of hiding behind closed doors. Only Hassan Ali and BN would propogate 52 years of unaccountability behind closed doors as their ideals to hide the truth from the Rakyat.

Hasan Ali speaks with a fork tongue and playing with the sentiments of those whom he tries to win support from, in case that comes in handy at opportune times.
He is indeed a double-headed, or, even worse, a multi-headed, snake!
He seems to harbour hidden agendas and ulterior motives. He is up to no good and being insincere in his dealings with party and state matters.
He supports something when it favours his agendas, criticises it when that stand and posturing work in his favour among the interest groups or individuals, crafting him out to be a champion of their causes. And he reacts with glee whenever his objective is achieved, or others whom he bears grudges against, are hurt as a result.
That is his modus operandi and underhanded tactic or "operating procedure".
His responses to issues over a period of time, if one cares to analyse, follow a certain pattern and design.
He is a consummate trickster and manipulator perpetrating religious bigotry and racial disintegration.
Instead of helping the cause of uniting the rakyat, he is bent on dividing and ruling them.
Of course those who fall for his games are those who are ill-informed, ignorant, uninitiated, uneducated, gullible, weak minded, and/or those who are conspirators and similarly inclined individuals or groups out to achieve their own narrow and selfish agendas.
All PR members must be wary of Hasan Ali's demeanour and posturing, else they may fall for his tricks and games.
The can of worms is opened for all to see. So, BEWARE!

Selcat has done a good job. Its KPI far exceeding many other components in either PR or BN in its short history
We voters in Selangor know who is doing a good job and who under delivered.
Frankly there aren't many strong pillars that the Selangor PR government can rely on during crisis but Selcat & Speaker Teng is definitely the beacon of hope in the darkness.
Selcat & Speaker Teng we r solidly behind u go do what is good for the Selangor voters

What has he done for the Selangor rakyat other than stirring shit ?
File a complaint to the Privilege Committee of the State assembly for insulting SELCAT. If found guilty, then suspend him for 12 months or more,without any pay or allowances,etc. That will teach him a lesson!
This will also prove to the Opposition that SELCAT act without discrimination when dealing with complaints and suspension.
Another matter - investigate the accounts of allocation spent by him on his constituency. Leave no stone unturn !!
And award him with a BROOM for his "hard"work done...just like the TOYOL presentation some time back.

On the surface he makes himself to be a holy crusader and a defender of human decency but behind his face lies a wicked heart if what Teng exposed about him is true that "he is pushing for all senior civil servants.... to be replaced during PR state meetings"
Hasan Ali if you have the guts defend yourself of what Teng just accused you of ie wanting to replace all senior civil servants in the state of Selangor and I venture to guess that you want your own cronies as their replacements.
Nobody is shaming the DOs. Selcat is just exposing what had been going on with the state funds under BN. The ongoing reforms by the PR Selangor State Govt is very commendable and should be emulated by all state governments. No sane taxpayer would object to know that his hard earned money is spend wisely for the benefit of the public and country.

I strongly believe Hassan Ali is doing double standard either to gain the publicity or being used by some invisible hands to sweep the whole thing under the carpet. Never dismiss this!
These DOs complain after a little bit of grilling from Selcat. They should be happy they do not end up on the roof top of the 5th Floor. They should be embarrassed as they are mismanaging the public fund. They should say sorry to all the Rakyat that they just 'give away' the public funds as they wish. They must check with the public before giving in to the wishes of the policiticians who are afterall being elected by the public to serve the people. Yet they think they are the kingpins.
Bravo to Selcat and bravo to Tan Sri Khalid Ibrahim. If we have more MBs like you, Malaysia will be a better place to live in. It is still not too late... Keep up the good work as WE ARE ALL WATCHING!
I BELIEVE A LOT OF EAST MALAYSIANS ARE WATCHING AND WE WANT CHANGE TOO! Next GE we will work towards this CHANGE. Because we have always known our politicians here in Sarawak and Sabah are just the followers of UMNO and the BN machinery. We want all these politicians out in the next GE.

PR had a nice big meeting on that eventful Thursday, no more bickering they said, it will all be resolved internally. DSAI is incompetent. Since the meeting these things have happened:
i. PKR man in Sarawak sues DAP man;
ii. Zul Nordin asks for Jeff Ooi's head to be served on a platter;
iii. SELCAT is being attacked by Hassan;
iv. Teng takes a low blow at Hassan; and
v. PAS Youth objects to Beyonce concert.
This will not change as PR comprises of arrogant politicians led by a man who is hell bent of being being PM only. Is this what PR promised the Rakyat before GE12? Remember what they promised us all? Remember the People's Declaration that they made? How they said they will work together?
I believe that Malaysian politics is doomed. We cannot be choosing the lesser of two evils, what PR is now doing is not much different from what we complain about BN. Wait till they come into power, then it will be the same nonsense. DSAI recruits garbage from BN and his lackeys are ex BN people. Do you think they will change? I say no.

I'm just curious and do not understand your whole argument. Isn't Selcat all about looking at the misappropriation of funds in the Selangor state ? How is this a disservice to the rakyat? By supporting selcat, isn't PR looking after the people's interests for this matter?
