AUG 17 – As a Member of Parliament, I used to defend the police when faced with numerous complaints from my constituents in Johor Baru.
I told my constituents to have faith in the police as their alternative would be to pay for expensive personal security guards. No more.
More than a month ago, my trust and belief in the police force evaporated when my wife was mugged in broad daylight in her car at the front gate of my house by two men on a motorcycle.
I had spent a lot of money protecting the perimeter of my house from all forms of intrusion and expected the police to provide a safe neighbourhood beyond it. I certainly did not expect my wife to be violated right in front of my house.
I live in a middle-to-upper-class neighbourhood of Damansara Heights in Kuala Lumpur where many senior politicians, top civil servants and businessman already pay for a private security service.
This extra layer of private security may have lulled the local police force into such a false sense of security that they are able to spend more time erecting roadblocks to catch speeding cars along Jalan Bukit Kiara in front of the Intan campus every day, rain or shine, instead of securing my neighbourhood a kilometre away.
I need not remind the public of the free time the traffic police have to set up the many unnecessary “cari makan” speed traps and roadblocks on major public and tolled highways.
Over the years, the public have been assured by the police that they are implementing various strategies to reduce crime in the country. And they have produced statistic after statistic to show that reported crime in the country is down.
However, the feedback I get back from the public in Kuala Lumpur and Johor Baru is that crime is on the rise in their neighbourhood.
When I told them that the statistics point to a reduction in crime, they dismiss it and say many of them don’t bother to report petty thefts as they have no confidence that the culprits would be caught anyway. In fact, when they did make reports, many of them were told exactly that by the investigating police officers.
Back to my wife, she was told that the two men fitting the description she gave to the investigating officer were reported to have robbed many other lone women drivers in the Bangsar area over the last few months.
Coincidentally, a good friend of mine was also attacked by a group of Mat Rempits in front of the Bangsar Shopping Centre at 2 am a few weeks ago.
In my opinion, the main reason why the police have failed to reduce crime, or at least reduce the perception that that crime is pervasive in the country, is that they have little idea of strategies to be used against this new wave of disorganised crime.
Gone are the days when the police were managing organised crime by holding the local crime boss responsible for the wayward actions of his downliners.
The country was perceived as being safe back then.
Another reason could just be that the police chiefs are greedy or in the pockets of the local gangsters, funded by the lucrative DVD pirating business amongst others and are too busy protecting them to bother about tackling petty crimes and protecting the public at large, ironically echoing the Police hit “Wrapped Around Your Finger”.
Can anyone tell me different? Because this is all public perception.
Someone asked me, “do you remember the last time when a big time crime boss has been indicted in the last 20 years?” I can’t, can you?
Coincidentally, the crime rate had worsened over this period.
The bottom line is, the police managed to keep the country safe in the past by managing organised crime.
The gangsters running organised crime ran a tight ship. The top gangsters would ensure that the downliners in their network did only what they were told to do.
A “good” gangster wouldn’t want to suffer any embarrassment or loss of face in his area of control and would dish out harsh punishment if the underlings misbehaved.
Maybe the police force can learn something from the gangster system to ensure their own downliners tow the line.
They can learn from the Hong Kong Police force on how to manage organised crime. Hong Kong crime gangs regularly have turf wars but Hong Kong residents can still feel relatively safe walking on the streets at night.
Recently in Hong Kong , a major crime boss was brazenly murdered in front of the Shangri La hotel. He was run over by a car and subsequently had his limbs chopped off by his attackers, in full view of the public. Despite this, the citizens of Hong Kong still feel safe.
But I suspect over the last decade, the underworld network has broken now with new would-be criminals bypass the traditional crime networks.
They operate at the lower level of the crime chain and are not controlled by a higher authority.
The public cannot expect the police force to stop these new criminals. The police have failed to change their highly bureaucratic organisational structure to respond to the new democratised criminal environment.
As a result, these new criminals are allowed to operate wantonly without fear of the police.
With that in mind, I am not surprised at the growing opposition to the second contract extension for the Inspector General of Police , Tan Sri Musa Hassan.
He has been given four years to transform the police force and restore people’s confidence, and he has failed thus far.
I think the current bad crime situation warrants extreme action.
Maybe the Prime Minister, Datuk Seri Najib Tun Razak should emulate his father’s action in catapulting a junior officer to like Tun Haniff Omar to the top position of IGP to shake up the police force.
Tun Haniff was just 35 years old when he was appointed as the nation’s top cop and he was given enough time to transform the police force then.
The police force should be reorganised from a top-heavy bureaucracy into a flexible people-friendly organisation.
The police force currently has more than 90,000 personnel. However only 30,000 of them are actually working the street beat.
The other 60,000 are higher paid administration level staff filling paperwork in the office.
Maybe its time the organisation structure of the police force is turned on its head and the larger administration staff are ordered to leave their comfortable office and patrol the streets.
I am sure they would be more effective in ensuring the streets are safe than sitting in the office.
If they refuse, then they should be given early retirement so that the police force is able to hire newer, more dedicated staff.
The increased numbers of beat cops would strengthen the police network at street level and allow the police to start building community partnerships and strengthening neighbourhood watch schemes like Rukun Tetangga to deter the perpetrators of petty and small crimes.
The police should strive to create a “kampung” environment especially in city areas like Kuala Lumpur and Johor Baru.
This would enable the police force to identify the residents in local areas and make it easier to identify outsiders.
The extended network of the kampung would, in effect, ring fence the local community and put fear into the would be criminals and deter them from entering the community.
The force should also use the generous allocations given under Tun Abdullah Ahmad Badawi's administration to use technology and build a network sharing local intelligence information to be directly available to the policemen on the ground.
From what I understand through information given by police officers in my area, the plan to build the database and network has been discussed but never implemented. All I see is some patrol cars with Toughbook laptops but policemen going around without any direction.
Perhaps the Home Minister can make that his key performance indicator (KPI) and priority for his ministry.
If the Minister and the new IGP can implement my suggestions above, maybe then I would believe I would start to have faith in the police force again.

not that i can speak good bahasa or english, but i expect top cops to be excellent in both bahasa and english, you know, we are in malaysia; try listening when top cops speak, i rate them kebawah saya.
50 years of bad governance and policies especially the last 25 years, we are now seeing all the bad things surfacing.
we had allowed racism to take precedence over meritocracy and we can see the country getting worse by the minutes.......
i really don't believe the top officers in police, macc or any of the government agencies are up to mark, probably i am better than them...

I believe your comments came out of frustration that many of us i.e. the public, has felt before, the only difference is now "what happens to other people finally happens to you, or your family". It is a compelling reason to finally voice out those frustrations.
My late father was an ex-cop, a plain-cloth Special Branch sergant in Polis Depoh, Johor Baru. I used to see him walk to work, even though he had a "kap-chai" motorbike. Now I realised that the reason he does that is to keep himself fit, because many a times I was told that he had to chase after drug-offenders and petty-criminals on foot, so obviously he had to be fit to do that.
I'm relating this story not to glorify about my late father, but rather to reminise the dedication of the police officers during his time in the 70's and 80's.
Today, most of us, the public, will come across face-to-face with "police at-work" when they are stopped during road blocks or police speed traps. I bet the public are more scared of the police during these times, rather than the would-be criminal are scared of the police before committing their intended crimes. The reason the would-be petty criminals are not scared is because they don't see enough of these police officers to deter them from committing their crimes.
What happened to the "plain-cloth" police officers of the 70's and 80's? These officers are an extinct breed. They should be around walking "under-cover" in our public places, so that when crimes do happen, they are around to save the day. Criminals don't do crimes when they notice uniformed police officers in the vicinity. With mobile phones etc, criminals can easily ensure "clearance" of the area to commit crimes from their accomplices doing the look-out.
Therefore, we need more under-cover cops to round off or linger around crime hot-spots, daytime or night time. The more criminals apprehended via these tactics, eventually there would be less occurance of such petty crimes happening, because criminals will have to be extra careful before committing their crimes.
Sir, I feel sorry for the events that came unto you and your family. At the same time, I pray that the same (or worse) would not befall unto me or my family in the future. That is why I'm writing in reply to your article, to suggest something before I have to be in a compelling situation to do so.

After so many feedback, comments, proposals, studies, working papers, Royal Commissions on the POLICE force...for the past 20 years (since 1989)= the actual crime rate have escalated far above the KLCI index, or even Malaysia's inflation %! that's for sure...
There is no way statistics from the Police or Ministry of Home Affairs can OVERTURN the REAL-LIFE horroring experience of victims of crimes, petty yet at times life threatening, and even many deaths due to snatch-theft? No?
The public at large are law abiding citizens, and are willing to cooperate with the police at all times, provided the Police reciprocate with ACTIONS and RESULTS are sustainable...just a case in point, we shall wait and see how long the recent deployment of "extra or idle personnel" on the streets of the KL and PJ can have a lasting effects to reduce crimes - or a mere publicity stance.
To TOP it all, the Government of the day must have a strong resolve to revamp the Police force in totality, although this may take years. Draw clear lines between Governance, Policing, and Politics.
Is PM Najib's motto of 1Malaysia still valid or has its integrity? People First-Performance Now ?

Some may be university graduates but socially not functional. Our education system does not offer finishing classes and graduates at every level are mostly at a loss upon graduating.

Yes, one can always have perimeter fencing complete with remote monitoring and hire security company to guard our home and family but not all have the luxury to do this.

I live in a middle class neighbourhood and we, out of necessity employ private security to provide an" extra layer of security" for our lives and property. Things have improved alot when boom gates were erected much to the dislike of some detractors (who are non paying residents of the scheme )who lamented their their freedom of movement is being curtailed for a couple of minutes going through the security check points.
Is the current IGP doing his job in curtailing crimes? I leave it to the public to judge and not the politicians to say or no.

Every one of us knew at least a couple of friends who got mugged in front of their home and yet the PDRM just TUTUP MATA.
Some of us also got robbed and chased by Mat Rempits on our highway after 12 midnight, and yet UMNO putras are glorifying the Mat Rempits.
Sometimes we do wish that some robbers break into the house of ministers to rob them and rape their women for them to wake up to the reality of the crime situation!

I was personally fined with the help of the Toughbook laptop, you see they used it to catch cars without road tax. You will see this police car cruising the Damansara heights, Hartamas stretch (carry makan alley) in search of such opportunities.
Great use of technology, Thank goodness, JPJ is sending me less expensive reminders these days.
And there is a couple of cops stalking the Batang Kali road every Sunday morning giving out fines to bikers with non-compliant license plates. Gee..... I wonder how many road deaths has been caused by non-compliance license plates.
And there are short stretches of 90kph road on the PLUS highway that always gets the hurried road users. Quite often these are part of very straight stretches of road, and it never fails to find cops in these stretches. I find paying money to these money extorting monopolies to use roads harassed by cops most distasteful and annoying.
As MP, I suggest you lobby to change some of these corrupt and irritating laws.

How many deaths would the country, PM and the IGP tolerate before any concrete action is taken ?
I would agree that drastic police measures must be taken within and by the PDRM before the country runs into chaotic scenario. Mat Rempits attacking innocent and senior citizens and sometimes brutally left were left uninvestigated and this had brought us to a level that the victims would not report anymore.
In fact it was alleged that those vicims were left to wait for hours in the Police station just to make a report unless you are a VIP or connected with a VIP. Hence, the public had lost trust in our Police. Can you blame them ?
I hope that the authorities will buck up after the previous PM Abdullah had committed additional funds, resources in terms of new weaponry , vehicles and personnel. This is almost 2 years back when this pledge was made in Parliament and by now should be fully implemented.
I sincerely hope that these new funds are not used entirely for crowd control but used in hiring additional personnel and balai's for the benefit of the community.

Beside Ku Li , you are the next BN politician who speaks up the truth how the public feels about PRDM. Please keep up your " voice ", maybe you will help BN to win back some votes. The traffic police just have too much freetime, on their hand, riding on highpower motorcycle in impressive uniform. You can speak to the HM to look into redesigning their duties to include petrolling the streets ( I mean walking ). An ex-cop once said, most policemen hope to get into traffic division. Life is easy and can " cari makan " Most policemen are jealous of their colleague in the traffic division ( if you are honest enough to seek the truth )
One other thing, there are just too many outriders acompanying some VIP's car.
Most of our housing areas in Klang valley are like " fortress ". Residents through their Association employed security company to put up barriers and boom gates. The residents just live in fear of the safety of their family members. Don't HM and IGP know about this. You can be very sure, the general public are "just very fed-up with PDRM".
Maybe is time Malaysia has a women for IGP or look throughly for another " Tun Hanif Omar "
Datuk, do not stop here. Keep up the pressure with no fear and favour on Ministry of Home Affairs to revamp the PDRM. If you are not selected in GE 13 , so be it. The public will know why you are not selected. Better still come GE 13, BN will lose more seats. You will win even if stand as as independent.

The problem is that the BN government is always stirring up trouble for the opposition - no matter how well the latter is running the areas they have won in the last GE.
Also, anyone with a shred of common sense will know that as the population grows, the staff strength of the government institutions will also have to keep pace!
We all know that we are very severely short of staff not only in the police force but also areas like the judiciary and health services.
The greatest wonder is why Malaysians allow this state of affairs to go on for so long!

Do we need to wait for Najib's wife to be mugged before he take actions on appointing a new IGP? Malaysians deserve better. We have been waiting for improvement in the safety of the country and when we complain, we were told to give the police time to implement their strategies. Enough of that. The IGP should have been proactive all along to fight crime waves sweeping the country. All my Singaporeans friends are worried every time they venture into Malaysia. How do we expect Foreign investment in Malaysia to increase when a prospective investor is afraid to walk the streets of Malaysia or have to be escorted by police around town?

I am always in awe and admiration for our men,every other day without fail they are there-last time it was the road heading to Desa Hartamas, now it is the road heading out.

Just look at the way they treated the Padang Serai MP in Permatang Pasir today. It is any absolute disgrace. Take a loot at the video:

Out of nothing, they shoved him, pin him to the ground like a dog or a criminal, handcuffed him, torn his pants, exposing his underwear in full view and then what's worst, after handcuffed him, the police just let him laid there on the road face down in total humiliation. They didn't even bothered to cover his torn pants. Is that how you treat a MP? Utterly no respect at all! Is that what you call the best in the world?? My FOOT!
He was injured and needed help to get himself seat while still handcuffed at the back.
Next the police asked him to get up but he can't because of his injury to his leg. Not believing him a few policemen drag him up by force and dragged him. That MP was utterly in pain and you can literally heard him scream.
After realising that he really can't walk, they called in a stretcher. The poor humiliated MP was further humiliated by being made to lie on the stomach and face on the stretcher with both hands still handcuffed at the back while being moved away.
As I view the video, I feel total disgust all over. The high handedness of the police force, the total lack of respect for an MP and pure police brutality to an innocent person.
The IGP and the OCPD has to be answerable to this.
I hope the PKR will bring the PDRM to task and will not let this case rest until justice is done!

Do we have to pray that the DPM's or PM's wife gets mugged before we get changes made to the PDRM and see a new more resourceful IGP in place. An IGP who will ensure that the PDRM is to serve the Rakyat and ensure security for the Rakyat. An IGP who will ensure the majority of the PDRM personnel are not doing paper work instead of patrolling the jalan to protect and ensure security of the Rakyat.
An IGP, who will order the PDRM to protect those who are peacefully demonstrating in the streets to ensure better living conditions for the Rakyat. An IGP who will ensure that elected leaders are allowed to go about doing their work instead of be forcibly prevent from entering their office or forcibly being dragged from their seat. Do we really need to pray for all these or will YB bring the true state of our PDRM to the notice of the DPM, PM and your fellow BN MPs.

The problem lies with our judges. Each time they let these criminals out on bail, these criminals go out to commit more crime to pay for their bail.
Time to lock up these criminals and throw away the keys.

The country needs a new IGP to do this. Musa has passed his time. Give him "Beating The Retreat", the traditional good bye parade to police officers with the rank of Commissioner and higher.
The Police department needs a powerful discipline unit to ensure that its personnel do their job and punish the wrong doers. Reinstate the Urusetia Tatatertib to be headed by an honest officer. This was the unit that helped Tun Haniff Omar maintain the good name of the Force. This Urusetia was disbanded when Rahim Noor became the IGP . The IGPs who came after him including the super honest cop Bakri Omar, never got the moral courage to reintroduce it.
One ex top police officer was reported to have remarked "You have to chase the policemen in order to make them chase the criminals".The Urusetia Tatatertib is the best division to do this job.

syabas atas kecekapan Polis yg mampu menangani penjenayah sehingga mempunyai masa yg lebih untuk mengadakan speed trap seperti ini, dengan kakitangan yg besar jumlahnya termasuk pegawai berpangkat 3 bintang ... hanya semata-mata menangkap suri rumah tangga yg ingin menyambut anak-anak yg tamat sekolah pada jam ini, atau pun perkerja-pekerja office yg melalui jalan tersebut ...
Selain itu, menyarankan agar Yg Berhormat bertukar gelaran kepada "Wakil Isteri" dan bukannya "Wakil Rakyat" ... kerana sikap Yg Berhormat yg hanya bersuara kerana isteri dirompak .... walaupun dah banyak kes telah berlaku sehingga membawa kemautan .... syabas pemimpin-pemimpin BN !!

Sudah satu atau dua case saya tengok polis action OK.Jikalau maklumat lengkap.Polis akan datang dan tolong. My hope pls think positive ,try give RMP idea to curb /fight crime just idea /maklumat not your physicall, this what police need.TQ
