KL light rail on track for upgrade

KUALA LUMPUR, April 9 — The first upgrade of Kuala Lumpur's urban transport network is set to take off, with two firms hired to come up with designs to extend the city's two light rail systems by 16km.

The government has set the firms an August deadline, after which construction work is expected to begin.

Sources said that two months ago, Syarikat Prasarana Negara, a government agency that oversees national urban transport, awarded design contracts to HSS Integrated and Minconsult, two of Malaysia's largest civil engineering consultancies.

The management side of the project is said to have been awarded to Opus, a state-owned company in the United Engineers group.

The contracts will kick-start Malaysia's largest infrastructure project in recent years - a RM6 billion job that should help reflate the country's shrinking economy.

In addition, another RM1 billion will be needed to buy additional rolling stock from Bombardier of France.

The funds are not part of the recently announced stimulus package — they are expected to be raised through a bond offer by Syarikat Prasarana.

The project stops short of an original plan that called for a new 40km line connecting the new suburb of Kota Damansara with Cheras, one of KL's oldest and most populated suburbs.

Sources said that this was probably due to budget constraints, as the new line was estimated to cost RM11-12 billion. Each extension will, instead, cost about RM3 billion.

HSS Integrated will do the design work on extending the Star line, which runs from Sentul in downturn KL to Desa Petaling to the south.

The extension will enlarge the network almost to Puchong, west of the city, where it will meet the Putra line, the extension of which is being designed by Minconsult.

Putra runs from Ampang in KL to Petaling Jaya to the west. The extension will take it to Subang Jaya and then around to Puchong. Each extension is expected to benefit more than a million people. — Business Times Singapore

Klang Valley can be considered a metropolis. With over 5 million people and rising, it is by no means small. Why the govt is still bothering lengthening the LRT (Light Rail Transit) is beyond wonder. Look, with 5 million people, Klang Valley is about the same with Singapore and we all know how efficient and extensive their transit network is.

Why can't the govt understand that an efficient, extensive and comfortable transit system is the way to go? They should plan to UPGRADE and EXPAND the existing line not LENGTHEN only. And the only way to do that is to change to the MRT (Mass Rapid Transit) system. Heck, I would leave my car behind if that is so and I am sure others would too.

No budget? Usual excuse anyway.
For A Chane, Improve The Lives Of KL Road Users

Yeah… I see many very big dollar signs here…Big multi billions projects, big money and so there will be many big pockets to swallow them all. Thank you very much Malaysian tax payers. It is very stimulating indeed.

However, for a change, if the government are really very and deadly serious about improving the lives of people in the Klang Valley, I think besides extending the light rail systems, they should also improve the roads systems. Some examples :-

1.Build a flyover near the infamous “scissor” junction around Pandan of the MRR 2. This will facilitate traffics flows there and thereby improves the lives of many many thousands daily commuters. This notorious ‘scissor” junction is within the parliament constituent of the current MCA boss OTK. I just wonder how many Transport Ministers do we need to notice the daily huge jam caused by the stupid and faulty highway design there. I think this particular problem had been there for over ten years now.

2.Do something new to facilitate the traffics flows of the MRR 1 near PWTC, Janlan Pahang Big money had been spent to build impressive flyovers near the Jalan Ampang and Jalan Tun Razak junction but that did not solve the problem.

3.Build a flyover at the TMP junction of the Lebuhraya Bukit Jalil. This will facilitate the traffics of many ten of thousands daily commuters to bypass one of the Kesas Highway toll on their way home to Puchong, USJ, etc. Or better still, abolish the Keasa Highway toll near the Vista Commonwealth. Save on tolls means more money in the pocket of ordinary people. Less toll will also encourage them to travel more and hence stimulate the economy.

4.Build a real simple one lane flyover joining the existing Puncak Jalil road to the Lebuhraya Bulit Jalil, towards the KL direction. This will facilitate the folks who are living in the Puncak Jalil areas to KL and beyond. This flyover will effectively eliminate the need for commuters to waste their precious time and petrol money to do a u-turn the Kinrara exit , which is more than 10km away. If the flyover is too expensive, then clear some land along the Lebuhraya Bukit Jalil nearby and build a simple u-turn. I think this will also reduce the risks of many poor motorcyclists of getting themselves killed when they are trying to push their bikes to cross over to the Bukit Jalil highway side illegally now.

5.Build the many “forgotten” Exits (e.g. southwards near UPM / Seri Kembangan / Equine Park / Puncak Jalil) along the brand new KL-Putajaya-KLIA elevated highways so that commuters can really make use of this highways. I think this particular highway operator had said before that, they did not build the necessary Exits because they want to reduce the traffics volume and hence reduce traffic jam in this so called ‘protocol road”. This is done to impress foreign dignities or visitors when they visit KL. Lot of rubbish here. This reminds me of the old time China and the current time North Korea where we see no cars in their impressive highways. I suggest the road operators be really practical and rethink this so that the many billions of tax payer money used to build this impressive empty highways is not going to be wasted “buta buta”.

6.Last but not least, build proper exits to join the LDP to the Federal Highways. I think even those who are blinds know that the daily traffics jam at the LDP and Federal highways are partly contributed by those traffics lights stops at the junctions of these two highways.
Why is it taking so long to extend to Subang Jaya and Puchong?
written by Charles, April 09, 2009
Why is it taking so long to extend to Subang Jaya and Puchong? It only cost RM6 billion. Only 10% of the RM60 billion. This project will further improve the public transport and a great service to millions of people.
16 out of 40km

While other countries take full advantage of the low construction costs during this downturn to upgrade public infrastructure in preperation for the upturn, Malaysia govt. defies the trend and logic. I wonder what is more important than investing in a good public transport system, that not only solves long standing traffic snarls but also improve the livelyhood and efficiency of Malaysian workforce. While some of the current trains station locations of are no-man's land, the train's level of service (LOS) has failed every logical standards. It only makes you wonderwhether important decisions are made by clueless politician or a steadfast proffessional backed by strong-willed govt. Then again, perhaps there is "more money" to "made" by building it than maintaining it. Alas! Isn't this what Malaysia is BOLEH for?

What hapen to Cheras - Kota Damansara Line ??
written by Azwan, April 09, 2009
I wonder why this article (update about our LRT) is out in Singapore newspaper first? Malaysian deserve to know first.

This line must be implement by hook or by crook as this areas faced traffic woes day after day.

If the BN government, headed by new PM cum Finance minister is not wise enough to estimate the return of investment, let this be funded privately by foreigner or big private corporation. Can't wait 2013 for PR government to initiate. MRR2 Cheras section & LDP Sg Buloh Damansara section is now serious bottleneck & affecting other motorist by-passing this area to other destination. And make things worst, this part of highway unable to be widen as no land at both side !!

Btw, after all the petrol price hike in 2007-08 & Najis promised to make use of the additional money to new & extended LRT lines, it seem "cakap tak serupa bikin lagi......". Really fed-up.
