PKR claims proof EC illegally shifting voters in Selangor

PETALING JAYA, Feb 22 — PKR today accused the Election Commission (EC) of illegally transferring voters within Selangor, and claimed to have proof to explain the sudden voter population spikes in several Pakatan Rakyat (PR) parliamentary constituencies.

PKR lawmakers Fuziah Salleh and Sivarasa Rasiah told reporters today that the EC was using a process known as reorganisation of polling districts within constituencies (prinsip belah bahagi daerah mengundi) to shift voters — unlawfully, according to them — to other areas.

“The EC is using a legal provision to do something illegal.

“It is clandestine, illegal gerrymandering... the illegal movement of voters in trying to shape the outcome of the elections,” said Sivarasa.

Fuziah claimed that there was a “massive” voter movement in Selangor, where voters are unaware that their voting centres had changed.

Using the Subang parliamentary constituency as an example, the two PKR leaders charged that the latest voter figures (as of third quarter of 2011) gazetted by the EC last week showed an increase of 3,364 voters.

“The official list of voters as of 2010 is 97,351. Add that with supplementary roll of the first, second and third quarter of 2011, [and] the total figure as of the third quarter of 2011 should be 110,614 voters.

“But the figures gazetted by the EC say 113,978. This is an additional 3,364 voters. How do you explain this?” asked Sivarasa.

Fuziah pointed out that the process of reorganising polling districts did not allow the EC to move voters to a different constituency.

The PKR vice-president also claimed that the voting centres for 137 voters from the Seri Setia state constituency were shifted to Kota Damansara without the knowledge of the voters, and that 19 more voters from Kota Anggerik experienced the same problem.

“What is being done by the EC is against the election law and can cancel out the validity of some votes to be counted in the next elections,” added Fuziah.

Both PKR leaders promised “more revelations” in the near future, saying they were gathering proof of similar occurrences in other constituencies.

Sivarasa, who is Subang MP, also said he will lodge a report with the Malaysian Anti-Corruption Commission (MACC) on the matter sometime next week.

PKR de facto leader Datuk Seri Anwar Ibrahim has urged for a probe into the sudden growth in voter populations at several parliamentary constituencies in Selangor.

Opposition Leader Anwar said last week that checks on the EC’s voter list in some areas within Selangor showed a suspicious and sudden increase in the number of voters over a short period of time.

The areas affected, according to Anwar, saw rises since 2008 that were much higher compared to other constituencies in Selangor.
